The Amerasian Research Network, Ltd. (ARN, Ltd.) is an independent, volunteer humanitarian and charitable group based in New York State, USA dedicated to academic research, scholarly inquiry, and the widest dissemination of evidence-based empirical and fact-based information on military Filipino Amerasian, Pan Amerasian and Pacific Island Amerasian populations in the Western Pacific Basin. The Amerasian Foundation defines an Amerasian, “as any person who was fathered by a citizen of the United States (a US American servicemen, expatriate, or US government employee, traditional or [private sector] military contractor), and whose mother is or was an Asian national.” Specifically, the ARN, Ltd. focuses on the human welfare of those Amerasians who remain in their country of birth and were abandoned, stranded, orphaned or left unsupported by US fathers. Originally formed in 2011 as the National Amerasian Research Institute [Provisional] as an unincorporated entity, the Amerasian Research Network is a not-for-profit agency authorized under Section 402 of the Not-For-Profit Corporation Law (NPCL) and registered with the Office of the NY Department of State , Albany, New York. Systems Plus College Foundation (SPCF), Angeles City, Luzon, Philippines, and the NY-based Amerasian Research Network, Ltd. (ARN, Ltd.) have formed a strategic partnership. P.C. “Pete” Kutschera, PhD, LMSW, center, ARN, Ltd.’s Founder & CAO, is Visiting Professor at SPCF’s College of Social Work and Director of it’s newly formed Philippine Amerasian Research Center (PARC). Prof. Jose Maria G. Pelayo III, MASD, PARC Deputy Director/Senior Research Officer, left, said the Center represents the first ever Amerasian research unit at a Philippine college to focus on empirical study, community service and college curriculum development. Prof. J. Vincente A. Tago, SPCF Vice President for Academic Affairs and Dr. Paulo O.J. Fuller, DPhil., University of Oxford, UK and Dean of the social work college, far right, also officiated when Kutschera presented his 266-page doctoral dissertation “Stigma, Psychosocial Risk and Core Mental Health Symptomatology among Amerasians in the Phlippines” at SPCF in Pampanga.

The Phnom Penh Conference brought scholars and presenters from East Asia and worldwide to the historic Cambodian capital 28-29 September 2012 for the 3rd annual International Conference on Humanities, History and Social Sciences (CHHSS-2012). P.C. Kutschera, PhD, PARC Director, front row third from left, and SPCF Social Work Prof. Mary Grace Talamera-Sandico, RSW, fourth from right, third row, presented the jointly-authored the paper entitled, “The Continuing Conundrum of S.E. Asia’s 50,000 Filipino Military Amerasians” providing an update on the current status of abandoned Filipino Amerasians infants, adolescents, adults and the elderly alive today. Professor Jose Maria G. Pelayo III was also a co-author.
